Why invest now

A market opening on several fronts at once.

Timor-Leste is one of Southeast Asia's youngest nations and its newest ASEAN member. The next few years bring together trade integration, major infrastructure, better connectivity and a government committed to private sector-led growth. Investors who engage now build relationships before the market matures.

Regional integration

WTO accession in 2024 and ASEAN membership in 2025 give Timor-Leste mostly tariff-free access to a market of more than 680 million people, alongside duty-free access to most global markets.

Infrastructure investment

A USD 239 million modernisation of Dili International Airport, the new deep-water port at Tibar Bay and a 72 MW solar plant under construction at Manatuto are reshaping the cost of doing business.

Connectivity

The country's first international submarine cable entered service in July 2026. Five airlines now fly more than 30 international services a week, with Darwin 75 minutes away.

A young workforce

More than half the working-age population is under 30, with competitive labour costs and English, Indonesian and Portuguese language capability.

Stability

The US dollar is the national currency, inflation has stayed below 3% in almost every year since 2014, and Timor-Leste ranks first in Southeast Asia on the Freedom in the World index.

Private sector focus

The Government is actively diversifying beyond petroleum, with tax and customs incentives, land leases of up to 50 years and TradeInvest Timor-Leste as a single entry point for foreign investors.

Invest Timor-Leste 2026
